Born in Shanghai, China in 1956, Zhao has lived in US since 1986. Zhao finished his graduate study at School of Visual Arts in New York 1990. Zhao is a professor and head of sculpture at Fine Arts Department, [Fashion Institute of Technology], State University of New York.
